An argument I hear from time to time is that Canada didn't need a Charter of Rights and Freedoms in 1982. Some argue that Prime Minister Trudeau and the Liberal Party were unwise to push for it in light of the objections raised by some provinces and in light of the fact that the Government of Quebec had difficulties with the overall constitutional package. The argument is also advanced that even if it's a good idea to spell out the fundamental rights and freedoms that every Canadian possesses under the Charter of Rights and Freedoms, it's unwise to grant judges the unfettered power to determine rights claims. I can only assume that those making such arguments are unaware of this country's history of infringing basic rights. In National Dreams: Myth, Memory and Canadian History, Daniel Francis sets out to explode certain myths that Canadians have subscribed to, including the notion that the Mounties have played an upstanding role throughout its history. He documents the ways in which the North West Mounted Police, later the Royal Canadian Mounted Police, at times has acted to suppress legitimate dissent, to intimidate workers and new immigrants, and to protect the interests of the country's ruling elite at the expense of the former. Francis points out that during World War I, the Force, given the new name of the Royal North-West Mounted Police (RNWMP), was in jeopardy of being disbanded. It was viewed as no longer serving an essential service. What saved the Force was "an acute attack of national paranoia known as the Red Scare" (Francis). Following the outbreak of the Bolshevik Revolution in Russia, anxiety that a communist-led or communist-inspired revolution would occur in Canada swept Canada's elites. It was enough to be a political radical or a labour leader to earn the establishment's label of revolutionary.
